thoughts on this? we've seen paul ryan, marco rubio extend a hand to president obama so to speak and suggest they are ready to talk about immigration reform. what's the biggest hurdle here? >> well, i think the biggest hurdle in the end is going to be politics, of course, but the issue of citizenship. what marco rubio outlined this week and last weekend is very close to what president obama talked about in 2011. and so i think that will provide some cover for other republicans. when you've got someone like marco rubio, a rising star in the party, paul ryan, saying we're ready to do a deal here, but the devil is in the details as they always say. democrats feel very emboldened on this issue, and they're going to sort of, you know, swing for the fences. they want full legal status, including citizenship for undocumented immigrants and it's not clear how far republicans will go to do that. >> scott, it is clear that they're listening because senator rubio had before only supported very small steps in the immigration reform debate, a series of small bills. he did not want a big sweeping

republicans curtailing a deal? probably not because if marco rubio is someone when's very well liked by a bunch of conservative house republicans, if they get something through the senate with rubio's name attached to it, it's difficult not to move forward and you have seen things over the last year, give you an example, the fiscal cliff deal, the way that passed out of the u.s. senate with overwhelming bipartisan support, went to the house and house republicans angry about it and wanted to stop it. guess what. they folded at the end. but i'm going back to something i mentioned yesterday. i think the whole game for this is two things. one, the president's speech right there sort of saying, look, i'll let congress work the will which is significant because members in both chambers want that to happen. and then this idea of enforcement. they did an amazing thing on rush limbaugh. he made rush limbaugh come over to accept possible immigration reform. that is no easy task but what is -- how did he do that? making the case for enforcement. so what exactly is that enforcement mechanism tha

marco rubio. left/right coalition on immigration, mark. how does that work? >> i think it speaks to the ideological diversity of our country and, actually, the evolution of the senate now. and, you know, you see senate republicans that used to treat compromise like a dirty word and now they're coming out and putting forward a proposal with their democratic colleagues that to a large degree mirrors the key principles that the president has identified. i do agree this is a golden opportunity for senators like marco rubio and with the other guests that mentioned that, but i do disagree that the president hasn't shown leadership here. he has been talking about comprehensive immigration reform as a key priority of the first, you know, as the beginning of the second term. so i think that what the senate democrats and republicans have done is gotten out in front and trying to make -- take ownership of this issue. they see it's going to happen. the president has give it an air of inevitability. and i'm encouraged by the signs here. >> one thing you have to watch is what senator flake just said.

tomorrow in las vegas. there is the immigration 8 right there. marco rubio a part of that immigration 8. and he wrote a las vegas review op-ed saying my hope is president obama will use his voice and influence to further this approach. however, if what he offers is a process for the undocumented that is more lenient, faster and unfair to those waiting to come legally, it won't bode well for reform. didn't use the word amnesty but that's what he's talking about. >> you know what other word he didn't use, thomas? illegal. so he intended to talk about illegal immigrants, illegal immigration. and we've seen a change in the rhetoric of how marco rubio is talking about immigration. marco has come to the table and really put his face forward. what he has done is he's the enforcer. he's the one in this gang of eight that said we can have a path to citizenship but we've got to keep beefing up the border and we have to look at the technology to track the people who are here. so he wants to make himself known as the tough cowboy in all of this. >> he's a latino republican with a brig
